It's very likely that when the September 30th deadline passes, the current version of the Farm Bill will extend for another year.
The impasse of getting a new farm bill written and passed is highly unlikely because #1 it's an election year, all the toads in DC are out campaigning and not getting anything done and #2, because the most contentious issues are split between party lines.
I doubt any of this affects seed sales. We've been able to buy cannabis seeds inside the USA for a little over a decade now, before the Farm Bill was even a thing. Sure it's shady and black market but very hard for anybody to shut it down especially when there's no interest in LEO to shut down seed sales.
The two major issues in the Farm Bill not being redone are intoxicating hemp and SNAP/food stamps.
Getting intoxicating hemp products off the market could probably be a bipartisan pass but SNAP, not so much.
Liberals are for free food programs, free lunch in schools, and food stamps.
GOP is against free food programs and food stamps.
That divide seems to be base policy issues I doubt either party can move from so it's stuck in the mud.
In the meantime, live the pirate life. Fill the ship's hull and load up until you're riding low in the water.
Personally I'll be buying 14 gram buckets of THCa diamonds every payday until I no longer can then I'll sit on my pirate treasure saying fuck you gubment.
