Not had this issue but a light scuff of the shell with sand paper or scotch brite and Gibberellic acid are 2 popular ways i have heard on how to deal with themWell?
I got some old beans I would love to be able to get going down the line, post your tips. Stuff that worked for you, stuff you may have read etc. Give me some options pretty please?

TL;DR: you can acquire GA3 on eBay. I also have some if you need. A scuff and GA3 yielded my best success, but there's other techniques as well that warrant a write up to cover all bases.
