Do my buds look under developed for 3 weeks

It looks like a variety of hashplant.
These are indica hybrids bred for resin more than anything. Bubba Kush, Gorilla Glue, and Girl Scout Cookie crosses and more all have phenos like this as they're all very closely related if not the same.
Yields are often abysmal with top buds finishing about the size of a large button, maybe thumb size if you're lucky. Plants are usually very short as well.
They will produce a ton of trichs though, usually covering all parts of the plant so when you harvest, you harvest it all, leaves and flowers together, for making hash or other extracts.

All strains will be different.
Here is what my plants looked like at 3 weeks of 12/12.

Need more info to give an honest opinion.
Are these auto flower or photoperiod plants? What kind of light are they under? How long did you vegetate them? As much info as you can provide would yield you better opinions.

They’re photoperiod they’re under a 100w vipar light 800ppfd along with a 20w light that i have for supplemental lighting they were vegged for about 8 weeks due to having some issues in the early veg the plants are about 1ft by 1 ft by 1 ft here is what they look like currently

Looks like they are in a bathroom or something on some kind of Matt. Is there a light above the plant. If so I’m guessing it’s a ways away. You might lower it if that’s an option. I would say with what you got there your probably doing about as best as possible.
