Not sure how the sugar coating would survive the fryer but I guess you could bake them although you wouldn't get as good a crust as deep frying.
All the sugar will likely burn before chicken is fully cooked.What do you think the flavor profile would be like if you replaced the panko with Frosted Flakes?
